Russian forces launched 448 attacks on 34 settlements in Ukraine's front-line Zaporizhia region in a single day, injuring a six-year-old child and damaging homes, cars and other infrastructure, regional governor Ivan Fedorov wrote on the Telegram app. Russian drone, missile and artillery attacks on Ukraine's Kherson region injured five people and damaged homes, including seven high-rise buildings, the local military administration said on Telegram. Russian attacks also continued in Ukraine's Dnipropetrovsk and Sumy regions, but local officials there noted that "fortunately, no people were injured".

Musk cuts Starlink access for Russian forces - giving Ukraine an edge at the front
Evidence is mounting that Elon Musk's decision to deny Russian forces access to his Starlink satellite-based internet service has blunted Moscow's advance, caused confusion among Russian soldiers and handed an advantage to Ukraine's defenders. And what can Ukraine's military achieve in the meantime? The Russians lost their ability to control the field, a Ukrainian drone operator who goes by the callsign Giovanni told us. I think they lost 50% of their capacity for offence, he said. That's what the numbers show.

Russian forces launched multiple attacks on Ukraine's Zaporizhia region, killing one person and injuring seven others over the past day, the region's military administration said on the Telegram messaging platform. The attacks involved 448 drones as well as 163 artillery strikes, causing damage to 136 homes, cars and other structures, the military administration said. Russian forces also continued shelling Ukraine's Donetsk region, forcing 173 people, including 135 children, to evacuate front-line areas over the past day, regional governor Vadym Filashkin said on Telegram.

How the US left Ukraine exposed to Russia's winter war Will Europe use frozen Russian assets to fund war? How can Ukraine rebuild China ties? Three people were killed in a Russian drone attack on a civilian car in the city of Mykolaivka in the Kramatorsk district of Ukraine's Donetsk region, the state's emergency service said in a statement. The three people, as well as another person injured in the attack, were workers at the Sloviansk Thermal Power Station, the Kyiv Independent news outlet reported. A woman died after being injured in a Russian drone attack in Ukraine's Zaporizhia region, Governor Ivan Fedorov wrote on the Telegram messaging app.

Entropic Neural Optimal Transport via Diffusion Processes
We propose a novel neural algorithm for the fundamental problem of computing the entropic optimal transport (EOT) plan between continuous probability distributions which are accessible by samples. Our algorithm is based on the saddle point reformulation of the dynamic version of EOT which is known as the Schrödinger Bridge problem. In contrast to the prior methods for large-scale EOT, our algorithm is end-to-end and consists of a single learning step, has fast inference procedure, and allows handling small values of the entropy regularization coefficient which is of particular importance in some applied problems. Empirically, we show the performance of the method on several large-scale EOT tasks.

Data-driven Optimal Filtering for Linear Systems with Unknown Noise Covariances
This paper examines learning the optimal filtering policy, known as the Kalman gain, for a linear system with unknown noise covariance matrices using noisy output data. The learning problem is formulated as a stochastic policy optimization problem, aiming to minimize the output prediction error. This formulation provides a direct bridge between data-driven optimal control and, its dual, optimal filtering.
